Mayor Rahm Emanuel has proposed a $.90 per cigar tax that is currently pending in City Council. This measure is part of a larger package that also includes a provision to increase the age to purchase tobacco products from 18 to 21. If passed and enacted, this tax increase would be devastating to retail tobacconists in Chicago.
