Joshua Habursky

Director of Federal Affairs


Joshua Habursky

Joshua Habursky is a nationally recognized government relations and advocacy communications leader. Habursky is the Director of Federal Affairs at the International Premium Cigar & Pipe Retailers (IPCPR).  Previously Josh was the Assistant Vice President of Advocacy at the Independent Community Bankers of America and managed grassroots programs at the American Diabetes Association and the American Motorcyclist Association.


Josh is the Founder/Chairman of the Grassroots Professional Network, which is a non-profit organization of 25,000 advocacy professionals dedicated to advancing grassroots best practices and thought leadership. Habursky is also an Adjunct Professor at George Washington University’s Graduate School of Political Management and frequently speaks and writes about advocacy communications in a variety of different forums. Habursky is also the Contributing Editor of Campaigns & Elections and has been awarded many professional accolades for his work in grassroots advocacy, campaigns, and association thought leadership.


Josh received his Bachelor of Arts in Political Science from Washington & Jefferson College, a Master of Arts in American Government from Georgetown University, and a Certificate in Business and Political Economy from the London School of Economics.

Rachel (Hyde) Hall

Senior Director, State Government Affairs


rachel_hydeRachel Hall joined the International Premium Cigar and Pipe Retailers Association’s (IPCPR) legislative team in November 2013. Prior to IPCPR, Rachel worked in the State and Local Affairs Division of the National Rifle Association of America’s Institute for Legislative Action (NRA-ILA) where she analyzed and tracked legislation, developed issue advocacy and voter education campaigns, and managed PAC expenditures in 25 states. She has also worked for Americans for Tax Reform and a member of the Virginia House of Delegates.


Rachel holds a bachelor’s degree from the University of Virginia where she studied Government with a concentration in American Politics. A Charlottesville, Virginia native, Rachel now lives in Charleston, South Carolina, with her husband, Nathan, and two dogs, Pumpkin and Woodrow. When she is not protecting your freedoms, Rachel enjoys indulging her wanderlust, historic preservation, baking, and outdoor activities. You can contact her at rachel@ipcpr.org.

Brett Mecum

Government Affairs Regional Representative


Brett Mecum joined the state legislative affairs team in May of 2017 where he handles state legislative affairs in Kansas, Minnesota, Missouri, Nebraska, New York, North Dakota, Oklahoma, South Dakota, and Wisconsin.


Prior to joining the IPCPR, Brett served as Deputy Chief of Staff to Arizona Speaker of the House David Gowan from 2014-2017. He was also the Federal and Legislative Liaison to Arizona State Attorney General Tom Horne from 2013-2014 and was the Executive Director and Political Director of the Arizona Republican Party from 2007-2011. He has also worked for former New York Governor George Pataki, former US Congressman Bill Paxon, and former New York State Senator Michael Nozzolio.


During the 2016 Presidential Election, Brett was contracted to do various political work for the Donald J. Trump for President, Inc. campaign, including field work and recount projects.


Brett is a graduate of the State University of New York at Albany with degrees in Political Science and Regional Planning. He was named as one the Phoenix Business Journal’s prestigious Forty-under-40 in 2011. Brett has been a member of the Scottsdale Active 20-30 Club, and was selected Project CENTRL Class XXV. He was also named the 2011 Best Man as part of the Arizona’s Finest benefiting the Cystic Fibrosis Foundation and is a member of the Arizona Yacht Club. An avid space geek, Brett also holds memberships with the National Space Society, the Planetary Society, and the Mars Society.

David Jessup

Government Affairs Regional Representative


David Jessup joined IPCPR’s state government affairs team in January of 2019.  David will be active across the Midwest and will be engaged in Ohio, Indiana, Illinois, Pennsylvania, West Virginia, Kentucky, Tennessee, Georgia and his home state of Michigan. 


With a lifetime passion for politics and 17 years of professional government relations experience in Lansing, Jessup possesses tremendous small business, grassroots development and legislative know-how to the IPCPR team and its members.   


A 2001 graduate of Hillsdale College with a Bachelors of Arts in Political Economy, David quickly began his political career in the Michigan House of Representatives where he directed several member’s legislative efforts.  In 2008, he was hired by the Michigan Association of Broadcasters to represent local television and radio stations in Lansing and Washington, D.C.   


Michigan, which had been on an economic decline for a decade, elected a reform-minded legislature and governor in 2010.  It was at this pivotal point of David began his advocacy for small business, working as Director of Government Relations at the Small Business Association of Michigan (SBAM) successfully advocating for historic tax and regulatory reforms.  Following his tenure at SBAM, took a position with Grassroots Midwest where he helped identify, organize and activate grassroots support for political campaigns, trade associations and corporate clients. 


David sought to broaden his legislative expertise when he returned to the Michigan Legislature in 2014.  Prior to joining the IPCPR family, Jessup served as Chief of Staff to Senator Jim Marleau, where he oversaw the $25 billion Department of Health and Human Service Budget for Chairman Marleau. 


David’s biggest passion in life is his 4 year daughter Portia.  He enjoys a very active lifestyle as an avid cyclist, golfer and downhill skier.  Jessup is also an avid sportsman, who enjoys all Michigan’s natural beauty has to offer.


Government Affairs Regional Representative


Tyler Henson joined IPCPR in 2016. He has extensive background in government affairs representing multiple industries and trade associations in Colorado. Mr. Henson has developed a vast network across the Rocky Mountain region dealing with a diverse portfolio of business clients who operate in multiple states. Before joining IPCPR, Mr. Henson worked for Colorado’s premier lobbying firm where he specialized in illicit substances, gaming, healthcare, and technology issues.

Mr. Henson holds his BA in Political Science from the Metropolitan State University Of Denver, and hIs MPS in Healthcare Policy from the University Of Denver. He currently resides in Colorado with his wife and two sons.
