Matt Dogali

Senior Director, State Affairs


mattMatt Dogali took over as the IPCPR Senior Director of State Legislative Affairs in July of 2013. Originally from New York City, he lived in Southern California for several years before moving to Washington, D.C. Matt studied Economics at the University of Southern California, where he completed his bachelor’s degree. Throughout his time working in politics, he has worked on several campaigns including Mayor Rudy Giuliani’s Presidential campaign, Governor Jim Gilmore’s Senate campaign, and John McCain’s Presidential campaign. Prior to his work at IPCPR, Matt spent five years as a State Liaison at the National Rifle Association. During his time at NRA, Matt actively represented members’ interests in state capitols across the United States, hosted several NRA University education programs, and participated in several expert panels on local firearm issues.


Matt and his wife, Lindsey, live in Fairfax, Virginia, with their French bulldog. As a motorcycle enthusiast and shooting sportsman, Matt spends much of his free time on the track or in the field. He is actively involved in several DC area organizations, including his local area motorcycle club, the Washington Area State Relations Group, and the Metropolitan Washington Mensa chapter. Daniel Trope

Director, Federal Government Affairs


Daniel Trope joins the legislative team at the International Premium Cigar and Pipe Retailers Association (IPCPR) as Director of Federal Government Affairs. Prior to joining the association, Daniel served as the Director of Government Relations for Royal TenCate (USA) Inc., an engineered textiles and materials manufacturing company headquartered in the Netherlands. As director, Daniel was the sole representative for TenCate’s federal interests, pursuing and tracking the company’s legislative and regulatory priorities across a number of diverse policy areas on and off Capitol Hill. He also created and directed the company’s first political action committee, TenCate PAC.  Previously, Daniel worked on the legislative staff for Senator Evan Bayh, supporting the Senator’s armed services, national security, and homeland security portfolio.


Daniel originally hails from Overland Park, Kansas and received his bachelor’s degree in political science from Indiana University.  He and his fiancé Lindsay live in Washington, DC with their two dogs. Daniel spends his free time enjoying college basketball, being active outdoors and traveling to new places. Daniel can be reached at Daniel@ipcpr.org.

Rachel Hyde

Deputy Director, State Affairs


rachel_hydeRachel Hyde joined the International Premium Cigar and Pipe Retailers Association’s (IPCPR) legislative team as their Legislative Affairs Manager in November 2013. Prior to joining IPCPR, Rachel worked in the State and Local Affairs Division of the National Rifle Association of America’s Institute for Legislative Action (NRA-ILA) where she analyzed and tracked legislation, developed issue advocacy and voter education campaigns, and managed PAC expenditures in 25 states.


Rachel holds a bachelor’s degree from the University of Virginia where she studied Government with a concentration in American Politics. A Charlottesville, Virginia native, Rachel has lived in Washington, D.C. since 2011. When she is not protecting your freedoms, Rachel enjoys indulging her wanderlust and doing outdoor activities.
